RULES AND REGULATIONS
The rules of the Tournament shall be in accordance with FYSA and GYSA, except as modified and approved herein as established by the Tournament Committee.
1.)TEAM AND PLAYER ELIGIBILITY - The team is properly registered within it’s designated region with FYSA, and is in good standing with all dues and fees paid.
1.) The team will not have more players rostered than the age group allows: (twelve rostered players for U9 and for U10, fourteen players rostered for U11 and U12, eighteen players rostered for U13-U18).
2.) Teams may roster a maximum of THREE guest players.
*Teams must have valid FYSA rosters downloaded from FYSA’s website and will only be allowed to participate in games of this competition with that approved roster.
3.) A player may be rostered to one team only for tournament play.

3.) ROSTER AND PASSES - Prior to each game, the coach must turn in an approved stamped roster to the CENTER REFEREE. Player’s must be checked in at this time through the CENTER REFEREE, to properly reflect the information on the approved roster. The referee will verify the identity of each player listed on the roster and determine those who are to participate in the game. IN NO EVENT WILL A REFEREE ALLOW A PLAYER TO PARTICIPATE WHOSE NAME DOES NOT APPEAR ON THE FSYA APPROVED ROSTER, PROPERPLAYERPASS OR WITHOUT REQUIRED PROTECTIVE EQUIPMENT.
4.) SUBSTITUTIONS - unlimited substitutions, FIFA laws must apply; on goal kicks, after a goal is scored, throw ins (by the team in possession), and on injury time-outs.
5.) UNIFORMS - It is the responsibility of the HOME TEAM to change colors if both teams’ jerseys are of similar color. (The home team is listed first on the schedules). Jerseys will be tucked in the entire match. Shin guards are mandatory and must be worn under the socks.
6.) NUMBER OF PLAYERS - Teams will not report to match play with less than SEVEN (7) players (5 players for U9 and U10). Automatic forfeiture of match will occur.
7.) FORFEITS - A forfeit shall occur when a team is not present FIFTEEN (15) MINUTES after the scheduled match time with the required minimum number of players. The center referee has the responsibility to determine. A forfeit will be recorded with a score of 3 to 0.
8.) PROTESTS - All disputes will be resolved immediately, by the Tournament Discipline Committee. THEIR DECISIONS WILL BE FINAL. There are otherwise no protests. There will be no refunds for accepted teams after the application deadline. There will be no requests accepted for schedule changes after the application deadline.

10.) DURATION OF THE GAME DURING FINAL ROUND: The duration of the game during final round play will be as follows:

11.) DETERMINATION OF CHAMPIONSHIP FINAL ROUNDS - In group play starting on SUNDAY in the afternoon. THERE WILL BE NO OVERTIME GAMES. The standings in a group will be determined by the following: Cross over games points do not count in group play.
12) Mercy Rule - Games that have a goal differential of 8 goals will be ended. If goal differential reaches 8 goals in the first half, the Second half will be started and then ended.
1.)FIRST: Game points - 3 for a win, 1 for a tie, 0 points for shut-outs
2.) SECOND: Head to head results.
3.)THIRD: Net goal differential with a maximum of THREE goal differential per game.
4.) FOURTH: Penalty kicks according to FIFA "taking of kicks from the penalty mark."
Please note that a O/O tie is recorded as 1 point.
12.) DETERMINATION OF CHAMPIONSHIP WINNERS - THERE ARE NO OVERTIME GAMES EVEN IN THE FINAL ROUNDS. In the event the final game is tied at the end of regulation time, a winner will be determined by Penalty Kicks according to FIFA "taking of kicks from the penalty mark."
13.) MATCH TERMINATION - Should a match be terminated for any reason other than inclement weather or poor field conditions, the tournament committee (consisting of the Tournament Director and Co-Tournament Directors) will review the referee’s report and render a just decision.
14.) EXTERNAL CONDITIONS - In the event unusual conditions necessitate rescheduling, curtailment, or cancellation, the tournament committee shall have absolute authority to make changes to best serve the interest of the tournament and all tournament participants and to properly identify winners by a certain time period. In the event of total cancellation due to weather, the tournament committe will follow rule 902.12 of the FYSA Tournament Laws.
Tournament entry fee returns/refunds as follows:
A. Within five (5) days after notification that the team is not accepted by their application.
B. Within five (5) days upon cancellation of the tournament.
C. Within ten (10) days of withdrawal request of the application by a team prior to acceptance of that application by the tournament.
15.) Acceptance - Once a team is accepted there will be no refunds issued for withdrawal. If a team withdraws prior to acceptance there will be a one-hundred dollar administration fee charged. Once schedules are posted there will be no changes except in a case of error.
16.) AWARDS CEREMONIES - Following completion of the FINAL Championship games, the teams will present themselves to the awards area, where awards will be given to the FIRST and SECOND place teams from the final match or in the case of round robin play to the FIRST and SECOND place teams in the group.
17.) SIDELINE CONDUCT - PLAYERS, COACHES AND SPECTATORS are expected to conduct themselves within the Letter and Spirit of the "laws of the game". The Tournament Director and/or Field Marshall shall have the authority to remove from the premises, any person or persons from the tournament, who is abusing these well mannered rules. The COACHES are responsible for the behavior of their respective fans.
18.) SUSPENSIONS -
DISCIPLINE - GAME CONDUCT
When Discipline/Sanctions are imposed, they must meet the required minimums as specified by FYSA and/or USSF. The Disciplining body must evaluate the incident as to intent, severity and past misconduct to determine the appropriate disciplines/sanctions. More severe disciplines/sanctions shall be imposed for multiple red cards during a season and for misconduct directed towards officials or administrators.
19.) POST GAME PROCEDURES -
We ask out of professional RESPECT and mutual COURTESY, that both teams congratulate each other for a game well played.
That coaches of both teams will insure that their sideline area is clean of
all trash.
That the CENTER REFEREE will complete the game report and the final
findings at the field. The coaches will initial the game report to verify accuracy. The center referee will then return each team’s player passes at the field to the coaches.
The center referee will return to the Site Director’s area, where he or she will give the verified
Game report to the tournament personnel.
THE SITE DIRECTOR WILL REPORT TO THE TOURNAMENT
DIRECTOR ANY PLAYER’S NAME WHO HAS BEEN SUSPENDED
FOR ANY REASON AND VERIFY WITH CENTER REFEREE
AFTER EACH GAME THAT THE PLAYER HAS SERVED HIS/HER
SUSPENSION. ANY SUSPENSION THAT GOES BEYOND
TOURNAMENT PLAY WILL BE REPORTED TO FYSA WITHIN 72
HOURS OF THE TOURNAMENT ENDING.
THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO MAKE FINAL DECISIONS.
